This area was designated to be a resource for information directly related to the Talbot County Village Center Board. This is not an Official Page. Your village members are listed below with contact information should you wish to communicate with them directly.
The VCB will meets at least quarterly, at the Communications Center on Port Street in Easton, usually at 7pm. They may receive and discuss information from county agencies such as Planning & Zoning, Emergency Management, Public Works and Environmental Health, as it relates to specific villages and the planning process. Members at that point may, evaluate and communicate such information to their villages. Residents can visit www.talbotcounty.us/lists and subscribe to a message broadcast server that will provide timely notice of projects, zoning requests and any other information that may pertains to your designated area.

Minutes for meeting of 3/1/07
Meeting was attended by: Janet Hammed, Barbara Reisert, Howard Callahan, Sr., Gary Crawford, Frank Cavanaugh, Jay Fox, Merton Jarboe, Jeffery Rathell, Sr., Mary Ann Schmidt, Rachel Papkin, Harriette Lowery, Andy Hollis-County Manager and Dirck Bartlett-County Councilman.

Minutes from February 1, 2007 were read and approved.
Councilman Dirck Bartlett was asked about the Council’s response to the Board’s recommendation that a study be done to determine the best location for cell phone towers to give the County the beast coverage with the least amount of towers. He reported that the Council considered a study to be unnecessary, that the current ordinance provides adequate protection from inappropriate or misplaced structures.
Several Board members expressed concern about the VCB taking positions on issues other than the upcoming Village Planning process. A discussion followed about the role of the Board and as to what matters we should become involved with. The issue was not settled.
The monthly meeting schedule was discussed and it was decided that Spring meetings should be held when we could arrange for a speaker or someone who would be helpful in the planning process. VCB Chairman Frank Cavanaugh said that he would to try and arrange for informative speakers, several suggestions where made.
Chairman Frank Cavanaugh brought up the point that if we don’t meet monthly that we will need to get our email network working. He will send out a test email to make sure that everyone gets it.
The next meeting was scheduled for April 5th providing we can get a speaker.

Janet Hammed was omitted from attendance list last month.
Guests were Andy Hollis, Talbot County Manager, Dirck Bartlett
Talbot County Councilman, and Doug Raymond and his wife Lisa (Jones) Raymond from
Sherwood.
Minutes from January 4, 2007 meeting were read and approved.
Cellular Phone Service and Towers: The needs and the problems were
outlined by members. The Village Center Board voted unanimously to
have Mr. Hollis convey to the County Council “ the sense of the Board”
that a plan for Countywide cell coverage be developed as soon as possible.
Village Planning: Because there are no Village plans, it is possible to establish village-specific guidelines, which would reflect the wishes of local residents.
Talbot County’s Comprehensive Plan calls for the creation of such plans in all
22 village centers. Funds have been requested in the coming fiscal year to develop
Plans for four Talbot Villages. VCB expressed interest in which of the four villages might be first and what the other villages might do while waiting their turn. Mr. Bartlett said the Council would make these decisions in the coming months.
With so much development coming to the Rt. 404 area that village planning there will need to take place sooner rather than later.
Reports from Links: Gary Crawford and Rachel Papkin reported very favorable results from their fact finding with Planning and Zoning.
Jay Fox will be attending meeting with Emergency Management next week.
Harriette Lowery will send e-mail next month about Permits and Inspections.
E-Mail System: Mr. Hollis will check with Parker about so many unwanted
e-mails.
VCB members will start gathering ideas for over all vision and presentation
to the County Council. The presentation will be at June or July Council
meeting.
The next meeting is schedule for Thursday March 1, 2007 at 7:00pm at
Talbot County Operation Center, 605 Port Street, Easton
